It looks like a predecessor of the modern rail gun. Today’s rail guns float the barrel and the action, with a clamp on the first 8 to 10″ of the barrel similar to what we see here. Then they have a fully adjustable base, a set of linear rails, and then the barreled action with the barrel clamp and scope mount slide backwards on the linear rails.
I get the impression from the owner that this was done up in the 80s.
